About me

Rafael Baltazar

I fix broken operational and data systems by identifying failure points, redesigning workflows, and building solutions that scale.

Across financial and operational environments, I have turned fragmented processes into automated workflows, introduced governance where none existed, and created visibility where decisions were previously made in the dark.

My focus is not on tools. It is on how systems support better decisions, reduce risk, and scale across teams without breaking.

I take full ownership from problem identification through to solution design, implementation, and validation in live environments.

What I deliver

  • Reduce manual processes and make them scalable
  • Enable real-time reporting and decision visibility
  • Design data governance frameworks that protect data at scale
  • Replace legacy workflows with efficient, automated systems

How I think

  • I make complex data reliable at scale
  • I build systems that improve over time, not just once
  • I connect technical solutions to real business impact
  • I work from root cause, not surface symptoms

Why hire me

I build the tools, not just use them

Most operations professionals run processes others designed. I design the process, write the code, and build the system using REST API integrations, SQL databases, and Tableau dashboards. Self taught under real deadlines, deployed in production.

I see what others miss

My strongest skill is pattern recognition under pressure. I caught data inaccuracies that looked correct on the surface, identified cascading error chains before they reached production, and built frameworks that prevented entire categories of future problems.

I translate between teams

I've sat between developers, business analysts, directors, and operations teams across Dublin, the US, and India, and made each group understand the other. I don't relay messages. I translate intent into action and findings into decisions.

Common questions

Things a recruiter might wonder, and answered honestly.

"There's a gap since July 2023 — what have you been doing?"

I've used the time deliberately: completing certifications in Power BI, APM Project Management, Agile, and Google AI Essentials, and building personal projects in SQL, automation, and data workflows. I'm returning sharper and with more formal credentials than when I left.

"Can you handle the pace and ambiguity of a BA or data role?"

At ICE I resolved live production data issues across 36 global sources, recovered failing vendor integrations, and delivered REST API automation under urgent deadlines — often fixing production issues while the system was still running. Ambiguity is where I perform best.

"Are you technical enough for a senior data or BA role?"

I've written production SQL, built REST API integrations, designed relational databases, created Tableau and Power BI dashboards, and delivered end-to-end automated feeds at institutional scale. I also translate all of this clearly to non-technical stakeholders and directors. Both sides.
